Abstract/Summary

A frank assessment has been needed of what role the United States wants to play, and what it can play, and deciding on the choices to be made - enlightened self-interest, collaborative expeditions, or nation building? From the perspective of a U.K. observer and analyst, the outcome is unclear. Inevitably there will be a cost, the level of which will depend on the choices made by the U.S. administration.
